Recent Developments in Latin American Social Policy: The Transition from Conditional to Unconditional Cash Transfers in Mexico

ABSTRACT
The conditional cash transfers programme (CCT) of Mexico was cancelled in 2019. The seminar will analyse the causes of the end of the CCTs and compare the coverage and generosity outputs of the CCT programme and the new unconditional cash transfer programmes that replaced it. With evidence showing increases in coverage for middle-income deciles, but reductions for the poorest sectors of the population, the findings show that the objectives of improving the impact of social policy and prioritising the poor’s welfare are not being accomplished.
BIO:
Ricardo Velázquez Leyer is Professor at the Universidad Iberoamericana (IBERO) of Mexico City. He has a PhD in Social Policy from the University of Bath. He is a member of the National Researchers System of Mexico. His research areas are public policy analysis and comparative social policy, with a focus on Latin America.
